Lionel Train Part RS-385PH Electric Motor w/Encoder

This is a used RS-385PH Electric Motor.
On the motor it has a worm gear, a flywheel, an encoder, and a mounting plate.
It is missing the magnetic ring on the flywheel.
Tested the motor with DC power and it works but we do not have a way to test the encoder.
We do not know what model train this goes to, but looking at the mounting plate angle, it may go in a steam engine.
The encoder board also has a capacitor.
On the board it reads 691-MMVS-B.
Worm geat measures about an 1" in length and the total length of the motor assembly is about 3-1/2".
